Chip was known for his outgoing and friendly spirit.
William D. “Chip” Mumphrey passed away peacefully on July 8, 2026, in Jefferson County, Kentucky, at the Veterans Administration Medical Center in Louisville, KY at the age of 85. Born on August 16, 1940, in Gallatin County, Kentucky, William led a life marked by deep commitment to his family, his community, and his country.
Throughout his life, Chip was known for his outgoing and friendly spirit. He was a loving father, grandfather, great-grandfather, brother, and uncle who brought warmth, humor, and kindness to those around him. His family was always at the center of his world, and he cherished every moment spent with them.
William is survived by his devoted children: daughters Nichole J. Means of Campbellsville, KY, Cynthia Swan of Cincinnati, OH, and Lola Parker of Cincinnati, OH; and sons Trenton Woodson of Las Vegas, NV and James "BoBo" Hoskins of Campbellsville, KY. He is also lovingly remembered by his siblings Helen Mumphrey of Carrollton, KY, Laura Jung of Ghent, KY, and Bobby Mumphrey of Indianapolis, IN. Chip’s legacy continues through his cherished grandchildren—Mariah Means, Michael Means, Paige Woodson, Haley Woodson, Evan Parker, Nigel Parker, Troy Hoskins, and Ian Hoskins—and his adored great-grandchildren: Rilyn Means, Romel Means, Brooklyn Means, Jihaad Davis, Julius Davis, Jabril Davis, Cierra Meacham, Shatori Hoskins, Troy Hoskins, Jr., Essie Hoskins, and Stella Hoskins. He is preceded in death by his wife; Wanda, his parents; Lawrence Perdue and Pearl Mumphrey and two grandchildren; Marlon Hoskins and Tiffany Hoskins.
A steadfast patriot, William served his country with honor in the United States Army during the Vietnam Era, from June 3, 1966, to June 17, 1969, attaining the rank of Specialist 5 as a Kitchen Supervisor. Following his active duty service, he continued in the U.S. Army Reserve until June 8, 1973. His fellow service members remember him for his dedication and leadership.
Professionally, William dedicated his career to the service of others as a retired dietician for the Veteran’s Administration. His compassion and diligence contributed to the well-being of many veterans, reflecting his ongoing commitment to the men and women who served our nation.
Chip’s impact on his community was far-reaching. He served several terms as Mayor of Ghent, Kentucky, working to enrich and support the place he called home. As a member of Ghent Second Baptist Church, he found spiritual fulfillment and formed lasting friendships. William’s civic involvement included membership in the American Legion Post #41 in Carrollton, KY, the Kentucky Tri County Chapter #125 of the National Association of Black Veterans (NABVETS), and Rotary International, where he fostered connections and worked toward the common good.
Outside of his public service, William lived life fully. He held a private pilot license, pursued photography, and cultivated vibrant flower gardens. His love of music was evident in his appreciation for artists like Miles Davis, Tyrone Davis, and Roberta Flack, and he also enjoyed playing the guitar. “Chip” was known for savoring moments at his favorite restaurant, Captain D’s, sharing meals and stories with friends and family.
Family and friends are invited to honor Chip’s life at the Tandy-Eckler-Riley Funeral Home, located at 809 Highland Ave, Carrollton, KY 41008. A viewing will be held on July 18, 2026, from 11:00 AM to 1:00 PM, followed by a funeral service beginning at 1:00 PM.
William D. "Chip" Mumphrey’s warmth, devotion, and service leave a meaningful legacy. He will be remembered fondly by all whose lives he touched, and his memory will live on in the hearts of his family, friends, and the communities he served.
