Lowell R. Payne, 81, of Perry Park passed peacefully at home on October 7, 2020. He was born in Stringtown, WV., on November 26, 1938 to the late Columbus Jerald Payne and Samantha Ellen Mullins Payne. He was preceded in death by his parents, his bother Willie Ray Payne and sister Hester Anglin.
Lowell is survived by his wife of 62 years, Beulah Bailey Payne, sons David Allan Payne (Shelagh McGuire) and Kenneth Jerald Payne (Susan Hagan), grandchildren Jessica (Stephen) Hammer, Helen (Jen) Boatwright, Tom (Andrea) Payne, Megan, Emily, Sophia, and Eleanor Payne, and two great-grandchildren Will and Annabel Hammer. He is also survived by his brother, Charles (Helen) Payne, and sister-in-law, Norma Payne (Bill) Holcomb, three nieces and two nephews.
Lowell was a 1957 graduate of Iaeger High School and retired from the Federal Government. After moving to Kentucky, he was active with the Fortitude 47 F & AM Masonic Lodge. He enjoyed doing things with his sons outdoors and being out on the farm.
Due to the current Covid-19 restrictions and the new reopening requirements we will be limiting the funeral home building occupancy to 50% of normal capacity, so please be prepared for a possible line as we will be monitoring the occupancy. We will also be strictly adhering to the 6 feet social distancing requirements and all attendees will be required to wear a face mask.
